He is also Coordinator of the Second Specialty Program in Environmental Law and Natural Resources at Pontifical Catholic University of Peru.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Fidel Jaramillo<\/h4>\n<p>Fidel Jaramillo has been representative of the Inter-American Development Bank (IDB) in Peru since June 2010. He joined IDB in 2005 as Regional Economic Advisor of the Country Department Andean Group. Between 1999 and 2005, he was Chief Economist and Vice President of Development Strategies of the Andean Development Corporation (CAF). In addition, he served as General Manager of Central Bank of Ecuador (1997-1998) and Minister of Economic and Finance of Ecuador (1998-1999).<\/p>\n<p>Mr. Jaramillo obtained a PhD Degree in Economics at Boston University in 1992 and worked as professor at various academic institutions. He served as consultant for several multilateral organisms and directed the consulting firm Multiplica, specialized in Macroeconomics, Economic development, and Finance. He is a member of the American Economic Association and has published in several professional journals. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Carlos Heeren<\/h4>\n<p>Partner of APOYO Consultor\u00eda and Manager in charge of Business Consulting. Specialist in analysis of competitive dynamics and business strategy creation in different markets. He also leads projects of strategic planning and development of new products. He is Professor at the Graduate School of Universidad del Pacifico (University of the Pacific) and participates as Board Member at several private companies. Previously, he served as Senior Executive of BG Group (Great Britain), General Director of MetroGAS (Argentina), General Director of Gasoducto Cruz del Sur (Uruguay), Chairman and General Director at the consulting firms Mercados Energ\u00e9ticos and Ecoenerg\u00eda, advisor at the Secretariat of Energy of Argentine and Head of the Pricing Division at YPF.<\/p>\n<p>Roberto Brandt has a wide experience working in several international energy bodies, including the International Gas Union (IGU) \u2013 which appointed him as \u201cHonorary Member\u201d \u2013, World Energy Council (WEC), World Petroleum Council (WPC), and Latin American Energy Organization (OLADE). <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Luiz Fernando de Castro Santos<\/h4>\n<p>Civil Engineer with a MBA in Corporate Finance at PUC\/RJ of Brazil. He has more than 17 years of experience in the development of large infrastructure projects in Brazil and Peru.<\/p>\n<p>Since March 2012, he has served as General Manager of Kuntur Transportadora de Gas, a concessionary company of the South Andean Gas Pipeline. This Gas Pipeline is part of the integrated project South Peru Gas Pipeline, a valued project of new natural gas reserves, through the energy and industrial development of South Peru.<\/p>\n<p>Before joining Kuntur, he was the Investment Director at Foz do Brasil, a company focused on sanitation, industrial plants and environmental services. He also worked for nineteen years at World Bank where he worked, among other positions, as Chief Oil Economist and Oil Specialist in the Unit of Policies in Oil, Gas, Mining and Chemical Products sectors. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Keynote Speaker \u2013 Chakib Khelil<\/h4>\n<p>Former Algerian Minister of Energy and Mines (1999- 2010) and President of Sonatrach (2001-2003).\u00a0 Mr. Khelil\u00a0 is a former President of OPEC (2001 &amp; 2008),\u00a0 of the African Energy Commission (AFREC) in 2001, of the Association of African\u00a0 Oil producing Countries (APPA) in 2004 and the Gas Exporting Countries Forum (GECF) in 2010.\u00a0 Mr. Khelil is a former World Bank official (1980-1999) advising on hydrocarbon projects in Africa, Latin America and Asia.\u00a0 Early in his career, Mr. Khelil served as technical adviser of the President in Algeria (1973-1975).\u00a0 He was also head of a multidisciplinary hydrocarbon\u00a0 task force\u00a0 (VALHYD)\u00a0 within Sonatrach and first head of its reservoir engineering department.\u00a0 Mr. Khelil worked at Shell and Phillips Petroleum companies.\u00a0 Mr. Khelil has a PhD in Petroleum Engineering from Texas A&amp;M University and a Doctor in Science Honoris Causa from the Robert Gordon University.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>SESSION III: ELECTRICITY<\/h4>\n<h4>Vivianne Blanlot<\/h4>\n<p>Licenciate in Economics at Pontificia Universidad Cat\u00f3lica de Chile (Pontifical Catholic of University of Chile) and Master in Applied Economics at American University in United States of America.<\/p>\n<p>She was Minister of Defence of Chile, Executive Secretary, with a ministerial position of the National Energy Commission and General Director of the National Environment Commission (CONAMA).<\/p>\n<p>Furthermore, Vivianne Blanlot worked at the Inter-American Development Bank since 1990 until 1993.<\/p>\n<p>She is currently a Main Partner of the consulting company VBS Consultores, member of the President&#8217;s Advisory Commission on Electricity of Chile \u2013 CADE, and member of the Council for Transparency of Chile. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>C\u00e9sar Butr\u00f3n<\/h4>\n<p>Electrical and Mechanical Engineering Bachelor\u2019s degree at Universidad Nacional de Ingenier\u00eda (National University of Engineering) in 1984, with specialization studies in Sweden.<\/p>\n<p>He has served as General Manager of distribution companies and has participated as Board Member in generation, transmission and distribution companies, working as Chairman of the Board in many of these companies. Board Member of the Committee for Economic Operation of the National Interconnected System (COES), Advisor to the Vice Minister of Energy from 2001 to 2006. He currently works as Chairman of the Board of COES, body made up by all the Peruvian electricity market agents: generators, transmitters, free customers, and distributors.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Mark\u00a0 Grenning<\/h4>\n<p>Main Advisor of the Energy Management of Rio Tinto based in Brisbane \u2013 Australia. Consultant of existing operations and new projects in the energy supply, focusing in particular on electricity. Within the last years, this has involved work in Australia, Argentina, USA, United Kingdom, New Zealand, Mongolia, South Africa, Mozambique, France, Iceland, Canada, Noruega and, of course, Peru.<\/p>\n<p>He currently leads a team of evaluation project at the power station of Mozambique, associated with a coal mine of Rio Tinto. Licenciate in Economics with postgraduate studies at universities of Australia. After a few years of working in public administration of Australia, he joined Rio Tinto 27 years ago. He has worked in different areas of Rio Tinto: economics, corporate and financial projects, coal mining operations, corporate functions, and different project teams.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Alex Keisser<\/h4>\n<p>He works as General Manager at EnerSur since March 2010, a subsidiary of the International Power PLC (IPR) in Peru and member of the GDF SUEZ Group, first independent power producer in the world, with presence in more than 70 countries. He has 17-year experience working in GDF SUEZ Group in the General Management Areas, strategies, business development, financing and engineering.<\/p>\n<p>He has held executive positions in different companies of GDF SUEA since he was part of the company in 1994. In United States, he served as Project Manager and Business Development Manager at Trigen Cinergy and Director of Mergers and Acquisitions at IPR-GDF SUEZ Energy North America. Subsequently, in October 2003, he was transferred to South America as Chief Financial Officer for IPR-GDF SUEZ Energy Latin America, including operations of the Group in Argentina, Brazil, Chile, Peru, Panama and Costa Rica, and then in 2007 he worked as Chief Executive Officer at IPR-GDF SUEZ Energy Andino in Santiago de Chile.<\/p>\n<p>Engineer with a Master\u2019s degree in Mechanical Engineering at Advanced Engineering School in Marseille \u2013 France, and a MBA (Academic distinctions: Dean\u2019s List and Beta Gamma Sigma) with specialization in Finance at Columbia University in New York, USA. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Ignacio Blanco<\/h4>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Hans Flury<\/h4>\n<p>Law Bachelor\u2019s degree at Pontificia Universidad Cat\u00f3lica del Per\u00fa (Pontifical Catholic University of Peru). He took specialization courses in Administration and Law in Southwestern Legal Foundation at University of Texas and Darden Graduate School of Business Administration at Virginia University, both in United States.<\/p>\n<p>He was Minister of Energy and Mines and President of National Society of Mining, Oil and Energy.<\/p>\n<p>He is currently Legal Counsel of Southern Peru Copper Corporation.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Luis Ortigas<\/h4>\n<p>Industrial Engineer with a solid experience in areas of Private Investment Promotion Processes, Electricity, Mining and Hydrocarbons, in national and multinational companies, achieving the expected goals for these areas for the companies or institutions where he worked.<\/p>\n<p>Likewise, he has worked in the Private Investment Promotion Agency (PROINVERSION) for sixteen years holding different positions, especially in issues related to procurement, concession, privatization and investment.<\/p>\n<p>He currently works as Vice Minister of Energy at the Ministry of Energy and Mines.<\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>BLOQUE IV- HIDROCARBUROS<\/h4>\n<h4>Javier Gutierrez<\/h4>\n<p>Civil Engineer with a Master\u2019s degree in Industrial Engineering and studies in Expansion Planning for Electric Power Systems, and Finance.<\/p>\n<p>He is currently Chairman of ECOPETROL, the first oil company in Colombia, which nowadays has a strong presence in exploration and production, refining, transportation, biofuels and commercialization of crude oil and its refined products.<\/p>\n<p>Mr. Guti\u00e9rrez has received innumerable awards and recognitions, chosen as one of the 10 best business person of the year. He is currently Board Member of innumerable companies in Colombia, Peru and Bolivia. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Pedro Grijalba<\/h4>\n<p>Since October 2004, he has worked as Country Manager at Petrobras in Peru.<\/p>\n<p>He started working at Belco Petroleum Corporation in 1976, where he served as Development Geologist for offshore operations of the Talara Basin.<\/p>\n<p>In 1984, he began working as Chief Geologist in Laguna Zapotal project of the Corporation P\u00e9rez Companc. From 1988 to 1993, he worked on development and exploration projects in Pampa del Castillo (Commodore), Dorsal Norte (Neuqu\u00e9n) as well as in the Golfo San Jorge Basin in Argentina, where he served as Head of Exploration.<\/p>\n<p>In 1996, he worked as Technical Manager of the Corporation P\u00e9rez Companc in Venezuela. During 2001, he was Manager of Development and Technology at Corporation P\u00e9rez Companc and Petrobras Energ\u00eda S.A. in Argentina.<\/p>\n<p>Mr. Grijalba has more than 30 years of experience in the hydrocarbon sector. He is Peruvian and studied his university degree in the School of Geological Engineering at Universidad Nacional Mayor de San Marcos (National University of San Marcos). He has also performed several technical and management courses at different universities and international institutes. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Humberto Campod\u00f3nico<\/h4>\n<p>Industrial Engineering Bachelor\u2019s degree at Universidad Nacional de Ingenier\u00eda (National University of Engineering) (Lima &#8211; Peru), Master\u2019s degree \u2013 M. Sc. \u2013 in Development Economics at University of Paris I (Panthe\u00f3n &#8211; Sorbonne) in France. PhD degree in History at Universidad Nacional Mayor de San Marcos (National University of San Marcos) (Lima &#8211; Peru). He has published several books on energy (oil, natural gas), international economics and trade. Former Dean of the School of Economic Sciences at National University of San Marcos, Principal Investigator at Centro de Estudios y Promoci\u00f3n del Desarrollo (Center for the Study and Promotion of Development) (DESCO), Regional Adviser on Mining and Energy of Economic Commission for Latin America and the Caribbean (ECLAC).<\/p>\n<p>He is currently Chairman of the Board of Petr\u00f3leos del Per\u00fa S.A. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Pedro Touzett<\/h4>\n<p>Geological Engineer and specialist in hydrocarbons mainly in the development of projects related to public and private investments in oil and natural gas.<\/p>\n<p>He is also a specialist in privatization and restructuring of the state\u2019s oil industry, oil contract negotiations and proposals, as well as regulations concerning technical and socio-environmental aspects in the exploration and exploitation of hydrocarbons.<\/p>\n<p>He worked 28 years in PETROPER\u00da, and became General Manager and Board Member. He was also Chairman of the Board of Petromar, General Manager of PERUPETRO and General Director of Hydrocarbons. He is currently General Manager of CONENINSAC, a company dedicated to advising and consulting activity concerning hydrocarbons. <\/p>\n<div class=\"cosmo-hr\">&nbsp;<\/div>\n<p>&nbsp;<\/p>\n<h4>Gustavo Posth<\/h4>\n<p>Geological Engineering Bachelor\u2019s degree in the School of Geology at Universidad Nacional Mayor de San Marcos (National University of San Marcos).<\/p>\n<p>Master\u2019s degree in Petroleum Geology at University of London, Imperial College of Science and Technology, Royal School of Mines from1971 to 1972 in London &#8211; England.<\/p>\n<p>He has 44 years of professional experience in the National and International Petroleum Industry in Exploration and Production areas.<\/p>\n<p>He is currently working as General Manager of Vetra Per\u00fa SAC. Previously, he has held technical management positions at Petr\u00f3leos de Venezuela (PDVSA). He was Senior Geologist at Hispanoil in Peru and Spain, the Mediterranean Basin.
